摘要
"放管服"中的"管"(监管)是国家能力现代化建设中的重要议题。伴随数字政府战略的推进,提升监管能力越来越依靠信息技术的运用,但为什么组织对技术往往只能做到有限吸纳?本文以价格监管体系中的信息技术运用为案例,研究发现,技术化的监管平台重塑了组织结构与流程,提升了信息收集与传递能力,却未能带来治理绩效的大幅提升。究其原因,这是组织结构和任务的变革方向,以及变革约束条件双重作用下的结果。
Regulation is an important issue during the Reform of "Deregulation-Regulation-Service" in the modernization of state capacity. In recent years,with the development of "digital government" strategy,regulatory capability has become increasingly dependent on the application of information technology. It should be answered,however,why organizations have a limited access usually to technology. The article argues that,technical regulatory platform reshapes the structure and process of the organization,and improves the ability of information collection and transmission,based on a case of the application of information technology in the price supervision system. However,it fails to bring about a significant improvement in the regulatory performance.This is caused by the dual role of the organizational structure and task change direction,as well as the change constraints.
