特色小镇驱动科技园区高质量发展的模式研究——以杭州未来科技城为例 被引量:16

摘要 本文从科技园区高质量发展内涵入手,探究特色小镇驱动科技园区高质量发展的内在机理及共生发展的稳定性条件,并利用杭州未来科技城2015-2017年运营数据进行实证,明确特色小镇的实践价值及政策启示。研究表明:(1)科技园区高质量发展包含优化内部生产力、扩大区域影响力及提升全球竞争力三重目标,三者间相互关联、互为依存;(2)三重目标的叠加及科技园区"内部-区域-全球"三重关系的同步优化构成了特色小镇"特色之源"及作用路径;(3)特色小镇的实践成效取决于自身与科技园区的共生关系,应致力于在共生系统中寻求特色定位,通过共生介质和共生界面优化实现互利共生。 The paper explores internal mechanism of science and technology parks’ high-quality development and stability conditions of symbiotic development driven by characteristic towns from the connotation of high-quality development. The paper does empirical study on Hangzhou Future City by using the operational data from 2015 to 2017, and puts forward characteristic towns’ practice value and policy implications. The conclusions show that:(1)High-quality development of science and technology parks has three objectives, including optimizing internal productivity, expanding regional influence and enhancing global competitiveness.(2)Internal superposition of three objectives and simultaneous optimization of the "interior-region-global" relations constitute characteristic towns’ source and action path;(3)Practice effects of characteristic towns depend on their symbiosis coefficient. So it is necessary to seek characteristic positioning in the symbiosis system and optimize the symbiotic relations by improving symbiotic medium and interface.
