学校教育信息化发展规划系统框架及编制研究

Research on the Framework Design and Compilation of the School Educational Informationization Development Planning System

在教育信息化从融合应用向创新发展高阶演进不断深化的过程中,科学合理的教育信息化发展规划对于促进教育信息化可持续发展、发挥教育信息化的功能效益具有重要作用。文章在厘清学校教育信息化发展规划内涵及价值的基础上,借鉴美国相关研究与实践工作经验,以系统科学理论为基础,将学校教育信息化发展规划过程分为准备(Prepare)、分析(Analyze)、计划(Plan)、评估(Evaluate)以及修订(Revise)五个阶段以及目标体系、行动计划、经费预算、评估与保障等核心要素。文章提出学校信息化发展规划的编制工作应始终置于以学生为中心的组织文化中,强调多方利益主体的协同作用,并重点关注信息技术与课程教学的相互融合等方面的问题,以期为实践工作提供理论支撑。

In the process of education informationization from the fusion application to the high-order evolution of innovation development,scientific and rational education informationization development planning plays an important role in promoting the sustainable development of education informationization and exerting the function of education informationization.Based on clarifying the connation and value of the school education informationization development planning and taking the system science theory as the basis,this paper divided the process of school educational informationization development planning into five stages of preparation,analysis,planning,evaluation,revision and the core elements of target system,action plan,budget,evaluation and assurance by reference to the relevant research and practical work experience in the United States.Moreover,it was put forward that the compilation of school informationizational development planning should always be placed in the student-centered organizational culture,emphasize the synergistic effect of multiple stakeholders,and focus on the integration of information technology and curriculum teaching,etc.,expecting to provide theoretical support for practical work.
