我国警察职业伦理的失范与规制研究

The Anomie and Regulation of Police Professional Ethics in China

警察作为群众利益的维护者和社会治安的捍卫者,其伦理修养对该群体乃至整个社会而言都尤为重要。当前部分警察“人民公仆”的角色意识不足、警察特权思想固化较为严重、警察权力商品化现象屡禁不止,需要受到职业伦理的规制和调节。在警察职业伦理建设中运用“素质冰山模型”,能有效挖掘和提升警察从业者的潜在素质,逐渐改善警察的外在执法行为。故而,我国公安机关应基于素质冰山理论,完善我国警察职业道德规范,促进警察职业伦理培育,落实警察职业福利保障,加强警察职业权力监督,以提升警察群体的综合素质,赢得社会群体对警察执法工作的信任与认同。

As we all know, police officers are the safeguards of the public interest and the social security, so their ethical cultivation is particularly important for the group and even the whole society. At present, some policemen not only fail to realize their role of public servants, but also continuously form the idea of privilege. Besides some police officers seek benefits through power. Thus, we need to regulate these policemen by professional ethics. The application of “Competency Model”in the construction of police professional ethics can effectively enhance the potential quality of police practitioners and gradually improve the external law enforcement behavior of police. Therefore, China's public security organs should, based on this theory, improve the professional ethics regulations of police, promote the education of police professional ethics, implement the guarantee of police professional welfare, and strengthen the supervision of police professional power. By doing so, the police officers can improve the comprehensive quality and win the trust and recognition of social groups.
