国际移民新趋向与中国国际移民治理浅论

A Study on the New Trends of International Immigration and China’s International Immigration Governance

全球化的一个重要方面就是跨国人口迁移日益频繁,国际移民数量发生快速、持续增长。从国际移民的视角来审视,无论是外来移民的输入,还是中国移民的海外迁移,都将呈现出新的特点、新的趋势,也为中国政府处理相关问题带来一定的挑战。论文对于全球化时代国际移民的规模与特征、当前中国国际移民的趋势与挑战等问题加以分析,并从全球和国家层面对于国际移民治理实践及中国国际移民治理问题提出自己的思考。从全球治理视角来看,中国政府应加强与联合国、国际移民组织及“一带一路”相关国家和地区在移民领域的国际合作,推动全球移民治理实践进程。在国家治理视角,应逐步完善治理体系、提升治理能力和建立法制保障,实现移民治理体系与治理能力现代化。

A major feature of globalization is seen as increasing frequency of cross-border movement of population as well as rapid and sustained growth of international immigration. From the perspective of international immigration, either the incoming immigrants to China or the overseas migration of the Chinese will present new features and new trends, therefore posing certain challenges to the Chinese government in handling them. This paper analyzes the scales and characteristics of international immigration in the context of globalization, discusses the trends and challenges of international immigration in China, and puts forward some thoughts on international immigration governance practices and China’s international immigration governance on both global and national levels. From the perspective of global governance, the Chinese government should strengthen international cooperation with the United Nations, the International Organization for Migration and the countries and regions along the “Belt and Road” in the field of immigration and promote the process of global immigration governance. From the perspective of national governance, China should improve its governance system and governance capabilities step by step, and establish legal legislations, so as to achieve the goal of modernizing its immigration governance system and governance capacity.
