摘要 “府学关系”的实质问题是政府控制权的介入与大学自治权之间的边界问题,以权力边界为切入点对美国“府学关系”进行研究,揭示了美国“府学关系”的实质,并勾画出美国“府学”权力关系的宏大图景。基于不同权力主体的不同“看法”、中央和地方行政层级的不同“看层”、三权分立的不同“看台”和公私大学的不同“看点”,解析了美国“府学关系”复杂且深入的权力图谱。这一研究为深入探讨美国高等教育制度提供了新的理论视角,对于深入了解美国高等教育及其与政府的关系具有非常重要的意义。 The substantive issue of the relationship between government and university is the boundary between the government’s control and the university’s autonomy. Taking the power boundary as the breakthrough point, this paper studied the relationship between American government and university, and revealed its essence. Meanwhile, it drew a grand picture of the power relationship between government and university in the United States.Based on the different “views” of different power subjects, the “view level” of the central and local administrative levels, the “stand” of the separation of powers and the “view point” of public and private universities.This paper analyzes the complicated and in-depth power map of the relationship between the government and the university in the United States. This research provides a new theoretical perspective for the in-depth study of the American higher education system. It is of great significance for us to have a deeper understanding of American higher education and its relationship with the government.
