江苏省高等教育经费来源分析

A Study of the Source of Higher Education Funds in Jiangsu Province

高等教育的大发展需要高校多渠道筹措教育经费,通过对1998—2015年江苏省高等教育经费来源分析发现,高等教育经费虽然逐年增长,但增速在下滑,且占GDP的比重较小;来源结构上呈现明显的二元结构,即财政性教育经费过于依赖公共财政预算安排的教育经费,非财政性教育经费主要依赖学费,与此同时,科研经费拨款比重较低。为此,必须切实解决高等教育经费的总量短缺和来源结构不均衡问题,真正实现经费规模的适度增长和经费来源的多元化,促进江苏省高等教育的大发展。

The development of higher education requires universities to raise educational funds through various channels. Through the analysis of the source structure of higher education funds(1998-2015) in Jiangsu Province, this paper has the following findings: although higher education funds increase year by year, the growth rate is declining and the proportion in GDP is small;the source of education funds presents obviously a dual structure, that is, the financial education funds relies too much on the education funds arranged by the public financial budget, while the non-financial education funds mainly relies on tuition fees;at the same time, the proportion of scientific research funds is low. Therefore, it is necessary to solve the problem of aggregate shortage and unbalanced source structure of higher education funds, reach reasonable growth of funds and diversify sources in order to promote the development of higher education in Jiangsu Province.
