摘要
科技创新人才是各地创新发展的中坚力量,而人才作用的发挥与人才引进政策紧密相关。通过Nvivo11软件对北上广科技创新人才引进政策分析,发现三地人才引进政策趋同,对引进人才的后续服务管理工作以及城市创新环境的创建重视不够。为了完善科技创新人才引进政策、促进人才引进工作的落实和发展,各地应针对自身需求制订有针对性的人才引进政策,更加关注创新环境的构建以及引进人才的可持续发展所需的条件。
Innovative talents of science and technology are the backbone force to promote an area's innovative development, and the important role of talents is closely related to the introduction policy. Using the software NVivo11, this paper analyses Beijing, Shanghai and Guangzhou's policies to introduce innovative talents of science and technology, which shows that their policies share more and more similarities, and that the following-up services for and management of imported and the creation of innovative environments have not been paid enough attention to. In order to improve the policy and well implement talents introduction work, the governments should make policies according to their own needs, and pay more attention to both the construction of innovative environments and the sustainable self-development of talents introduced.
