扬州实施乡村振兴战略与建设江淮生态经济区融合发展的路径研究

On the Path of Implementing Rural Revitalization Strategy and Constructing the Integrative Development of Jianghuai Ecological Economic Zone in Yangzhou

实施乡村振兴战略是做好"三农"工作的总抓手,江淮生态经济区是江苏省重点功能区。分析了扬州市实施乡村振兴战略和建设江淮生态经济区融合发展的现实基础、必要性和可能性,预测了融合发展可能遇到的问题,探讨了产业提质增效、改善人居环境、提升乡风文明和基层治理、落实民生保障、精准扶贫强村富民、推进人才建设融合发展的六大路径,提出了相应的对策建议。

The implementation of rural revitalization strategy is the general starting point for the work related to agriculture,countryside and farmers. Jianghuai ecological economic zone is a key functional area in Jiangsu province. This paper analyzes the practical basis,necessity and possibility of the implementation of rural revitalization strategy and the integrated development of the Jianghuai Ecological Economic Zone in Yangzhou City,and predicts the possible problems in the integrated development. Then it studies six corresponding paths,including improving the quality and efficiency of industries,improving the living environment,enhancing the rural civilization and grassroots governance,implementing the people’s livelihood security,taking targeted measures to alleviate poverty and enriching villages,and promoting the integrated development of talent construction. Meanwhile,it comes up with some corresponding suggestions.
