摘要
针对迅猛增长的城市建设发展需要与烦琐的业务审批现状之间的矛盾,依托多源政务空间信息,以城市建设项目智能化监管为研究对象,在多准则辅助决策模型的审批数据关联评价方法、接口式动态审批规则库的构建方法、项目审批智能化冲突检测与协同式处理技术等三项关键技术上实现了突破。在天津市城市建设项目管理2015年至2017年底的应用与实践过程中,智能化监管准确率分别达到85.4%、83.6%和86.8%,提升了城市建设项目监管的准确性,为其他城市在建设项目智能化监管领域的发展提供了重要借鉴意义。
Nowadays,urban construction develops very fast,while the approval process of urban construction is still slow and complicated.This article focused on the intelligent monitoring on urban construction.Breakthroughs have been made for three key technologies of intelligent monitoring based on multi-source government spatial information,which are MCDA-based relevance evaluation for approval data,construction of library rules for interface-based dynamic approval,and conflict detection and collaborative processing of the project approval processes.Results of applying such technologies to urban construction project management in Tianjin from 2015 to 2017 shown that the regulatory accuracy rate were as high as 85.4%,83.6%and 86.8%respectively.In other words,our approach helps improve the accuracy of urban construction monitoring and it provides important references for other cities to develop an intelligent supervision system for urban construction.
