林芝市河湖管理刍议

Discussion on river and lake management in Linzhi City

林芝市河湖现状特点是水资源总量充沛,水资源配置工程不足;水污染程度较轻,潜在污染易发;水环境总体较好,水生态修复困难;水域确权模糊,管理责任不清等。林芝河湖管理定位应立足于实现生态林芝、旅游林芝的发展需求,维护国家生态屏障安全、战略水源安全。在河湖管理上突出预防保护为主、局部达标整治为辅的总体思路,采取措施包括调整产业政策、推进乡村清洁行动、落实岸线管理责任、开展生态公益用地确权等。

Linzhi City has abundant water resources and better water environment but potential risk of pollution and difficulties of ecological recovery due to the lacking of water allocation system. Moreover, the management responsibilities have not been clearly specified due to the unclearness of rights of water bodies. Considering the needs of ecology and tourism development in the city, more attention has been paid on sustaining safety of ecosystem and water sources of strategic importance in river and lake governance. The priority shall be given to protection while improvement shall be made by local compliance regulation. Other measures include adjustment of industry pattern, initiation of Village Cleanup Action, assign responsibilities of shoreline management, allocation of entitlements for land of public interest or ecological good and maximizing use of rainstorm water.
