“十三五”时期是全面建成小康社会的决胜阶段,是推进水利现代化进程的关键时期,水利作为九大基础设施网络建设之首,对水利投融资体制改革提出了更高的要求。在总结“十三五”时期我国水利投资完成情况、特点及存在问题的基础上,分析未来一段时期水利投融资所面临的形势,并提出完善水利投融资机制的相关对策建议,为“十三五”时期水利发展目标任务顺利完成提供有力保障。

The “13th Five-Year” period is the decisive stage of building a well-off society in an all-round way, and is a crucial period for advancing the process of water conservancy modernization. Water conservancy is the first of the nine infrastructure networks. During the “13th Five -Year” period, China’s water conservancy investment and financing system reform was proposed higher requirement. On the basis of summarizing the completion situation, characteristics and existing problems of China’s water conservancy investment since the “13th Five-Year” period, this paper analyzes the situation faced by water conservancy investment and financing in the coming period, and proposes relevant countermeasures and suggestions for improving the water conservancy investment and financing mechanism, and provides a strong guarantee for the successful completion of water resources development goals during the “13th Five-Year”.
