摘要
我国公立高校教师法律地位经历了从“国家干部”到“专业人员”到“事业单位聘用专业人员”的变化。根据国内外公立高校教师身份角色的历史变迁、法律政策规定和高等教育自身发展规律的要求,“公务雇员”是对我国公立高校教师法律地位的合理定位,符合现阶段基本国情。
The legal status of teachers in public universities in China has experienced changes from “national cadres” to “professionals” to “employing professionals in institutions”. The authors examined the historical changes of the status of teachers in public universities at home and abroad, the requirements of laws and policies, and the requirements of the development of higher education. We believe that the official employees are the reasonable positioning of the legal status of public university teachers in China, which is in line with the basic national conditions at the current stage.
