我国行政服务中心“一窗通办”运行模式的困境及其对策

The Current Situation, Dilemma and Countermeasures of the "One-stop window" Operation Mode of the Administrative Service Center in China

随着政府职能转变意识加强,行政服务中心在为公众服务中所起作用越来越显著。本文在介绍我国行政服务中心的运行模式的基础上,主要探究行政服务中心"一窗通办"运行中存在的定位尴尬、前台过度整合、缺乏有效的联合办理机制和双重人事管理等问题,从而提出了完善相应法律法规、基于业务特点针对性整合服务窗口、建立高效的联合办理机制和建立人员管理长效机制等管理策略,希望对"一窗通办"模式行政服务中心的高效运行起到促进作用。

with the strengthening of the consciousness of the transformation of government functions, the administrative service center plays a more and more important role in serving the public. On the basis of introducing the operation mode of administrative service center in our country, this paper mainly probes into the problems existing in the operation of administrative service center, such as wrong positioning, excessive integration of front desk, lack of effective joint management mechanism and dual personnel management, etc., thus puts forward some suggestions for perfecting the corresponding laws and regulations and integrating the service window based on the business characteristics. The establishment of efficient joint management mechanism and the establishment of long-term mechanism of personnel management hope to promote the efficient operation of the administrative service center of " one-stop window " mode.
