摘要
党的十八大以来,以习近平同志为核心的党中央提出了“二十字”的新时代好干部标准,对新时代领导干部选拔的基本标准、基本原则和基本程序作出了明确规定,成为新时代领导干部选拔的根本遵循。落实“二十字”新时代好干部标准,更好地选拔出党和人民所需要的好干部,是新时代领导干部队伍建设的重大课题。这需要在理论上进行创新,对“二十字”新时代好干部标准进行系统阐释。从“二十字”新时代好干部标准中提炼出以“品德、创新、服务、才能”为基本要件,构建“四位一体”的选拔新时代领导干部的VISA理论模型,能够较好回答这一问题,为领导干部队伍建设提供理论支撑。
Since the Eighteenth National Congress of the Communist Party of China, the Party Central Committee, with Comrade Xi Jinping as its core, has put forward the "Twenty Characters" criteria for good cadres in the new era, and has clearly stipulated the basic criteria, principles and procedures for the selection of leading cadres in the new era, which has become the basic principle for the selection of leading cadres in the new era. Implementing the standard of good cadres in the new era of "Twenty Characters" and better selecting the good cadres needed by the Party and the people is an important issue in the construction of the cadre contingent in the new era. This requires theoretical innovation and a systematic interpretation of the standards for good cadres in the new era of "Twenty Characters". The VISA theoretical model of selecting leading cadres in the new era based on "moral character, innovation, service and ability" is constructed from the "20-character" standard of good cadres in the new era, which can better answer this question and provide theoretical support for the construction of leading cadres.
