摘要
2015年6月商业车险费率市场化改革正式启动,三年来,改革的阶段性成效已逐步显现,消费者获得感持续提升,保障能力不断扩大,社会管理功能得到更好发挥。同时改革的痛点和遗漏的地方也显现了出来:商业车险市场的维权与侵权同在、费率市场化与费率自由化同在、严厉的监管与市场乱象同在成了公众对车险市场的普遍看法,与商业车险费率市场化改革初衷大相径庭。导致商业车险市场“三个同在”的原因就是保险供给结构和费率结构不合理,市场化改革远未完成,改革任务还十分艰巨。笔者通过对“三个同在”存在原因和车险信息平台显示数据的分析,提出了加大制度供给和机制供给的建议,提出了鼓励“定制式”“订单式”保险产品供给建议;通过对信息平台提取的数据分析,提出了区分纯风险费率与附加费率,并区别情况进行费率调整建议等。
In June2015, the market-oriented reform of commercial vehicle insurance rates was officially launched. In the past three years, the phased results of the reform have gradually become apparent, consumers 'sense of access has continued to increase, their protection capabilities have been continuously expanded, and social management functions have been better utilized. At the same time, the pain points and omissions of the reforms have also emerged, i.e. the coexistence of rights protection and infringement, the coexistence of rate marketization and liberalization, the coexistence of strict regulation and market chaos, which has become the general public view of the car insurance market, and a considerable departure from the original intention of commercial car insurance rate market-oriented reform. The reason that leads to the "three co-existence" of the commercial car insurance market is that the insurance supply structure and rate structure are unreasonable, the market-oriented reform is far from completed, and the reform task is still very difficult. Through the analysis of the reasons for the existence of the "three co-existence " and the display data of the vehicle insurance information platform, the paper puts forward the suggestions for deepening the supply side reform mainly by increasing the supply of the system and mechanism, and puts forward the suggestions for encouraging the supply of “custom-made” or “ordered”products;A distinction is made between the pure risk rate and the additional rate, and a proposal is made to adjust the rate according to the circumstances.
