农户视角下湖南省农业巨灾保险实施效果调查——基于华容县的调查数据

本文以2017年开始实施的湖南省农业巨灾保险为背景,从农户视角分析了湖南省农业巨灾保险的现状,并提出对策建议。通过调查发现,现阶段存在农民保险意识不强,对理赔金额满意度较低和政策推广不到位的问题。农业巨灾保险的可持续发展可以从完善法律制度体系、加强资金管理、增加险种和扩大受保范围等方面进行。

Based on the agricultural catastrophe insurance which was implemented in2017 in Hunan Province, this paper analyzed the current situation of agricultural catastrophe insurance from the perspective of farmers and put forward policy suggestions. According to the investigation, there are some problems in the catastrophe insurance system, such as the thin insurance consciousness of farmers, the low amount of subsidies and the promotion is not in place. To promote the sustainable development of agricultural catastrophe insurance in the future, we should perfect the legal system, strengthen fund management, increase the types of insurance and expand the scope of insurance.
