On Norm-Setting, Norm-Implementation and Norm-Revision in Engineering

工程共同体是工程活动的主体。现代工程是工程共同体依据工程规范所进行的实践活动,工程技术规范和工程伦理规范分别在自然和社会层面保障工程活动的顺利开展。工程在本质上是一种规范性活动。在现代工程活动中,工程共同体制定、实施和修订工程规范,工程规范与工程共同体相互界定、协同进化,不断促进工程和社会发展。

The engineering community constitutes the main body of engineers.Engineering norms are the standards of conduct to which the engineering community adheres;“engineering norms” is the general term for the normative coding engineering knowledge that is relied upon in engineering activities.Modern engineering is a practical activity that involves the engineering community and is based on engineering norms.These norms are divided into engineering technical norms and engineering ethics norms,and they ensure the smooth development of engineering activities at both natural and social levels.Engineering norms and the engineering communitiy define each other,co-evolve,and continuously promote engineering and social development.Engineering is,essentially,a normative activity.
