摘要 环境影响评价制度是一项环境管理制度,是一项环境准入条件,更是一项科学管理理念。第三方评估是一种新型的社会服务模式,政府通过购买这种服务模式来提高工作效率。伴随经济社会的迅猛发展,环评业务的市场也随之扩大,越来越多的环评机构开始涌现,这些机构参差不齐,环评报告的质量难以保证,出现了存在资料失实,数据造假等问题。为了确保评价工作的合理和科学,环境影响评价报告第三方技术评估市场应用而生。通过第三方技术评估严把质量关,一定程度上减轻了环保部门审批的压力。本文结合工作实践,以顺德区为例,深入分析了环境影响评价第三方评估的要点,以期为环评报告的编写和审批等相关工作提供参考。 The environmental impact assessment system is an environmental management system,an environmental access condition,and a scientific management concept.Third-party evaluation is a new type of social service model.The government purchases this service model to improve work efficiency.With the rapid development of the economy and society,the market for the EIA business has also expanded.More and more EIA agencies are beginning to emerge.These institutions are uneven.The quality of the EIA report is difficult to guarantee.There are problems such as data misrepresentation and data fraud..In order to ensure the rationality and scientific of the evaluation work,the third-party technology evaluation market application such as the environmental impact assessment report is born,the quality is strictly controlled by the third-party technology evaluation,and the environmental protection department approval is also reduced to some extent.pressure.This paper combines work practice,taking Shunde District as an example,and deeply analyzes the main points of third-party evaluation of environmental impact assessment,in order to provide reference for the preparation and approval of EIA report.
