摘要
在“放管服”背景下,高校获得了更大的科研仪器设备采购自主权,然而受到多重因素的影响,高校自行采购活动引发的质疑投诉发生率却居高不下。本文针对申购用户、采购人员、供应商、评审专家等参与主体在采购活动各个环节中出现的问题,提出转变思想观念、加强责任担当、强化分类指导、健全内控体系、加大违规惩处力度等改善措施,对降低质疑投诉的数量,提高采购质量和采购效率,具有一定的借鉴。
In recent years, China has advanced the reform of streamlining administration and delegating powers, as a result, colleges and universities have gained greater autonomy in the procurement of scientific research apparatus and equipment. However, due to multiple factors, the rate of complaints remains high. The article makes an analysis of the reasons for problems existing in the equipment procurement process concerning users, buyers, suppliers and evaluation experts, and puts forward several countermeasures such as implementing the accountability system, strengthening classified guidance, improving the internal control system and increasing penalties for violations, so as to substantially reduce the number of complaints and improve the quality and efficiency of equipment procurement.
