网络犯罪群防群治措施研究

Research on measures to prevent and control cyber crime

网络犯罪具有不同于现实社会犯罪的特点,需要充分利用新社会防卫理论、犯罪预防理论和公众参与理论,发挥网民的主体作用,实施网络犯罪群防群治。借鉴"枫桥经验",通过完善以防治为主的刑事法律政策,利用"互联网+群防群治"形成新"枫桥经验",采取建立网络犯罪治理云平台、利用大数据开展群防群治、打造网络治安联防队等网络犯罪群防群治新举措,以建立充满活力有序运行的网络社会。

Cyber-crime has the characteristics different from real social crimes, which brings new challenges to the governance. We should make full use of the new social defense theory,crime prevention theory and public participation theory to give play to the main role of internet users and implement mass prevention and control of cyber-crime. By referring to the experience of Fengqiao,through improving criminal laws and policies focusing on prevention and control,and using "Internet + mass prevention and control " to gain the new experience of Fengqiao,we can establish a cloud platform for cyber-crime management,use big data to carry out mass prevention and control,create new measures to prevent and control cyber-crimes,such as network public security joint defense team,and build an orderly cyber-society.
