论促进扶贫移民社会适应的政策选择

On the Policy Choice of Promoting the Social Adaptation of Poverty Alleviation Migrants

当前,扶贫移民群体的社会适应问题已成为我国易地扶贫搬迁工程中最为核心的问题。需要从发展型社会政策促进政策对象能力成长的角度出发,完善移民政策以促进扶贫移民更好地完成社会适应过程。一是要综合考虑区域环境与扶贫移民自身条件,完善移民方式;二是要保障扶贫移民合法权益,促进扶贫移民社区融入;三是要从住房支持和就业服务着力,完善扶贫移民帮扶措施;四是要引入社会工作,以专业化服务提升扶贫移民的社会适应能力。

A large-scale group of poverty alleviation immigrants has emerged in the relocation project of poverty alleviation in China. Their social adaptation is the core of the project of poverty alleviation and relocation. The research shows that it is necessary to improve immigration policies from the perspective of developing social policies to promote the growth of policy target capacity in order to promote poverty alleviation migrants to better complete the process of social adaptation. Firstly, the regional environment and the conditions of poverty alleviation migrants should be considered comprehensively, and the ways of migration should be improved. Secondly, safeguard the legitimate rights and interests of poverty alleviation migrants and promote the integration of poverty alleviation migrants into the community. Thirdly, we should focus on housing support and employment services to improve the measures of helping the poor and migrants. Fourthly, social work should be introduced to improve the social adaptability of poverty alleviation migrants through specialized services.
