武陵山片区旅游业内生发展能力建设及其多维减贫机制创新研究

Research on the Construction of Internal Development Capacity and Its Innovation of Multi-Dimensional Poverty Reduction Mechanism in Tourism in Wuling Mountain Area

武陵山连片特困区致贫原因复杂,生态环境脆弱,旅游业内生发展成为当地多维减贫的基本途径之一。通过对武陵山贵州片区进行实地调研,分析了武陵山片区多维贫困现状和旅游扶贫成效,探讨了旅游业内生发展-多维减贫机理,提出从片区政府、旅游企业、贫困人口三个方面建设旅游业内生发展能力,构建旅游扶贫攻坚与跨行政区合作协同机制、扶贫攻坚与生态建设共赢机制、合力攻坚旅游大扶贫工作机制和扶贫投入与扶贫效益增长机制等多维减贫机制。

The causes leading to the poverty in the contiguous poverty-stricken areas of Wuling Mountain Region are complex, and its ecological environment is not good enough. The internal development in tourism has become one of the basic ways in reducing the poverty in a multi-dimensional way. Based on the data from the field investigation in Wuling Mountain Area in Guizhou province, this paper analyzed its situation of multi-dimensional poverty and poverty alleviation, discussed the internal development of tourism and the multi-dimensional poverty alleviation mechanism, and put forward to the construction strategies from three aspects: local governments, tourism enterprises, and population in poverty;this paper also constructed a series of multi-dimensional poverty reduction mechanisms mainly related to the cooperation between tourism poverty alleviation and cross-region administration, the win-win for both poverty alleviation and ecological construction, the united force for tourism poverty alleviation and the investment and benefit growth for poverty alleviation.
