亚投行贷款条件研究

Research on Loan Conditions of AIIB

多边金融机构在消除贫困、促进世界经济和社会发展方面发挥了十分重要的作用,而贷款条件是多边金融机构发放贷款的前提。以世界银行、IMF以及亚行为代表的传统多边金融机构的贷款条件存在无法保持充分的独立性、缺乏灵活性、对借款国干预性过强的局限,而亚投行则在遵守国际规则的前提下走出了一条创新之路。尽管如此,亚投行的贷款条件并非尽善尽美,仍需在实践中不断地自我提升。在现有的全球金融治理体系中,亚投行与传统多边金融机构之间需要构建一种协同发展的新模式,这样才能优势互补,从而实现共赢。

Multilateral financial institutions have played an indelible role in eradicating poverty and promoting world economic and social development. Loan conditions are the precondition for multilateral financial institutions to issue loans. Traditional multilateral financial institutions, represented by the World Bank, IMF and ADB, have limitations in terms of loan conditions, such as insufficient independence, lack of flexibility and excessive interference to the borrower countries. On the other hand, AIIB has found a path of innovation on the premise of complying with international rules. Even so, the loan conditions of AIIB are not perfect, and still need to constantly improve itself in practice. In the existing global financial governance system, the AIIB and traditional multilateral financial institutions need to build a new model of coordinated development, so as to complement each other and achieve win-win results.
