精准扶贫中贫困人口贫困文化的改造

对陕西3个国家级贫困县贫困人口的调查发现,贫困人口普遍具有轻视科学、不尚教育、信天由命的贫困文化,这些贫困文化束缚了他们的头脑,限制了他们的思维,严重制约了他们的脱贫进程;因此,精准扶贫实践应该首先贯彻落实习近平扶贫先扶志思想,重视对贫困人口贫困文化的改造,激发贫困人口的自我发展意识和脱贫内生动力。贫困文化的改造需要在基层政府的组织引导下,用社会主义核心价值观和优秀传统文化教育和引导贫困人口,开展移风易俗活动,大力弘扬崇尚科学、自立自强的时代新风。
