新型城镇化背景下欠发达地区特色小镇建设路径思考——以新疆生产建设兵团八师134团特色小镇规划为例

The Consideration on the Construction Path of the Characteristic Town in Underdeveloped Regions under the background of New Urbanization——A Case Study of Characteristic Town Plan of 134th Regiment 8th Division,Xinjiang Production and Construction Corps

特色小镇建设是近年来中央推进新型城镇化战略的重要内容,随着特色小镇建设由浙江向全国推广,部分欠发达地区正陆续开展特色小镇建设工作,并且正在探索可复制可推广的试点经验。在分析兵团城镇发展历程及所面临的困境基础上,笔者结合新疆八师兵团特色小镇规划工作实践,深入研究了兵团特色小镇建设的缘起与建设内涵,并从创新特色小镇规划编制内容、梳理规划编制重点和引导规划项目实施三个方面探索特色小镇规划编制模式,为欠发达地区特色小镇规划编制及实施提供有益借鉴。

The construction of Characteristic Towns is an important part of the central government's strategy of promoting New Urbanization in recent years. As the construction of Characteristic Towns promoted from Zhejiang to the whole country, some underdeveloped areas are gradually carrying out the construction of Characteristic Towns, and exploring the experiences that can be replicated and promoted. Based on the analysis of the development process and dilemmas of the town constructions of Xinjiang Production and Construction Corps, the author summarizes the planning practice of the Characteristic Towns of 8th Division,studies the origin and connotation of the Characteristic Towns construction of Xinjiang Production and Construction Corps. The author also explores the planning mode of Characteristic Towns from three aspects: innovating the planning content of Characteristic Towns, sorting out the key points of Characteristic Town Plan,and guiding the implementation of plan projects, in order to provide useful reference for the planning and implementation of the Characteristic Towns Plan in underdeveloped areas.
