上海市公募基金会筹资问题及对策研究——以十五家公募基金会为例

公募基金会不同于以服务会员志愿为主旨的社会团体、以民间自有力量从事社会服务活动的民办非企业单位,是一类可以实行公开募捐、以从事志愿服务为宗旨的非营利组织。由于自身属性使然,这类社会组织在资金筹集方面存在着"慈善失灵"的问题。通过调查占上海市公募基金会总数26.79%的15家公募基金会财务状况、组织架构以及业务活动等情况,研究上海市公募基金会筹资现状,发现存在筹资支出低、筹资渠道单一、筹资手段落后以及筹资专业性不足的问题。据此,建议从以下四方面改善基金会筹资问题:完善支出结构,适当扩大筹资支出;拓宽筹资渠道,发展多元化资金来源结构;嫁接"互联网+",升级筹资手段;精细化组织结构,提升筹资专业化水平。

Public fund-raising foundations are different from social organizations that serve the purpose of serving members'volunteers,and private non-enterprise units that engage in social service activities with their own strength. Public fund-raising foundations are non-profit organizations that can implement public fund-raising and volunteer services. Due to their own attributes,such social organizations have the problem of "charity failure" in fund-raising. By investigating the financial status,organizational structure and operational activities of 15 public-raising foundations,which account for 26.79% of the total number of public-raising funds in Shanghai,this paper analyses the financing status of public-raising funds in Shanghai,and finds that there are problems such as low fund-raising expenditure,single fund-raising channel,backward fund-raising means and insufficient fund-raising professionalism. Accordingly,it is suggested to perfect financing issues from the following four aspects:appropriately expanding financing expenditure to improve expenditure structure,developing diversified sources of funds to widen the fund-raising channels,grafting "Internet Plus" to upgrade financing means,professionalizing organizational structure to raise the level of financing professionalism.
