信息不对称视角下的垃圾分类监管困境

垃圾分类在我国的实施出现民众参与度低和效果不明显的问题。究其原因,是当下的垃圾分类立法、实施与理论更注重宣传、激励和惩罚等传统措施,而忽视了对信息不对称问题的关注。通过信息经济学的分析可知,政府和居民之间的信息不对称恰恰是垃圾分类政策失效的重要原因。对此,未来的监管应注重对症下药,借鉴域外采取的撤除公共垃圾桶、定时定点投放、群众共治和透明垃圾袋等政策,建立有效的垃圾分类信息管理制度。

In the implementation of waste classification in China, the public participation is low and the effect is not obvious. The reason is that the current legislation and policy implementation of waste classification pay more attention to propaganda, incentive and punishment and other traditional measures, but neglect to crack the problem of information asymmetry. However, through the analysis on information economics, the information asymmetry between the government and residents is exactly the important reason for the failure of garbage classification policy. In this regard, future supervision should pay attention to the right remedy, learn from the policies adopted outside the region to remove public garbage cans, release at fixed time, co -governance by the public and transparent garbage bags, and establish an effective garbage classification information management system.
