基于环境质量改善的煤炭消费空间布局优化 被引量:2

摘要 以发达经济体环境空气质量现状为预期,计算中国大陆各省区实现同等环境质量时需满足的大气污染物排放强度控制水平,将大陆30个省(自治区、直辖市,除西藏自治区外)划分为煤炭消费总量削减区18个、控制区10个、增长区2个。削减区合计应削减煤炭消费总量15.33亿t,控制区合计可增加10.1亿t,增长区合计可增加1.38亿t,30个省区煤炭消费总量控制在38.69亿t。在此基础上,对大陆地区煤炭消费空间布局提出了优化建议。 The control requirements for pollutant discharge intensity in different provinces in China were calculated in this article, taking the current situation of ambient air quality in developed economies as expected. The 30 provinces in China Mainland (excluding Tibet) were divided into three types, 18 provinces as "reduction zone", 10 as "control zone", and 2 as "growth zone". It was recommended that the coal consumption should be reduced by 1.533 billion tons in reduction zone, and could increase by 1.01 billion tons, 138 million tons in control zone and growth zone respectively. The total coal consumption in 30 provinces should be controlled at 3.869 billion tons. Furthermore, some advice on layout optimization for coal consumption has been proposed.
