摘要
随着国家科研经费投入的增加,加强经费管理,提高经费效益,构建有效的科研经费管理体制,将有助于提升科研成果产出率和水平。文章基于教师视角,从科研经费申请及使用、薪酬激励及科研成果三大维度,采用模糊综合评价法和层次分析法对当前高校科研经费绩效管理制度进行综合分析,探讨可行的改进措施,为构建良好的科研环境,增强科技创新活力提供参考。
With the increase of national scientific research funding, to improve the output rate and levels of research achievements, it is necessary to strengthen funding management, increase funding efficiency, and set up an effective research grant management system. To provide suggestions for building good research environment and enhancing the vitality of scientific and technological innovation, this research, from the perspective of teachers, makes a comprehensive analysis on the current performance management system of scientific research funding in universities by means of fuzzy comprehensive evaluation and analytic hierarchy process, and explores feasible improvement measures based on the three dimensions of application and usage of scientific research funding, salary incentives and scientific research achievements.
