新时代中国海洋强国战略治理体系论纲

China’s Strategic Governance System of Building a Marine Power in a New Era

自党的十八大报告首次完整提出中国海洋强国战略目标以来,迄今尤其在党的十九大报告中已形成中国加快建设海洋强国的治理体系,包括在推进海洋强国建设过程中的原则、路径、方向和目标。而为切实推进海洋强国战略治理体系,有必要阐述推进海洋强国战略过程中的价值取向和目标愿景,分析中国海洋强国战略治理体系的保障措施,以及实现海洋强国战略目标应遵守的规范性制度的必要性,以维系海洋秩序并确保海洋强国建设战略环境,为此,在处理我国面临的重大海洋争议问题时,应遵守以规则为基础的制度,特别应根据我国的地位和作用实现角色和定位的转变,为提升国家海洋治理体系和海洋治理能力现代化水平做出贡献,并为实现人类命运共同体视域下的人类海洋命运共同体目标发挥促进作用。

Since China's strategic target of building a marine power was first proposed in the report of the 18th National Congress of the Communist Party of China, a governance system to speed up the construction of a powerful marine country has been formed in the report of the 19th Party National Congress, including principles, paths, directions and objectives in the process of promoting the construction of a marine power. To promote the strategic governance system of a marine power, it is necessary to expound the value orientation and goal vision in the process of promoting the strategy of building a marine power, analyze the safeguarding measures for the strategic governance system of a marine power and the necessity of normative systems to be observed in realizing the strategic goals of building a marine power so as to maintain marine order and ensure strategic environment for marine power construction. Therefore, when dealing with the major marine disputes facing our country, rule-based systems should be observed to realize the change of role and position based on our country's status and function. Contributions should be made to promoting national marine governance system and modernization level of marine governance capacity, and a promoting role should be played in achieving the goal of the community of human marine destiny from the perspective of a community with a shared future for mankind.
