美国区域性教育评价中介机构的运行模式——以新英格兰地区学校与学院协会为例

摘要 在美国,学校或学院认证已发展成为一种完备和成熟的教育质量评价制度,对学校教育质量的保障和提升起到了重要的作用。新英格兰地区学校与学院协会是美国历史最悠久的区域性教育评价中介机构,由私立学校委员会、国际教育委员会、公立学校委员会等组成。每个委员会都有自己的认证标准,通过严格和规范的认证程序,对新英格兰地区的学校或学院以及开办在60多个国家的美国国际学校等进行认证,较好地保障和提升了教育质量,体现了以下四个方面的特点和启示:认证机构是独立的民间社会中介机构,认证标准是共性和个性结合的统一体,认证过程规范、连续、充满人性化,认证结果能被社会多层有效利用。 In the United States,school or college accreditation has developed into a complete and mature education quality evaluation system,which plays an important role in the guarantee and improvement of school education quality. New England Association of Schools and Colleges is the oldest regional education evaluation agency in the United States,consisting of a private school committee,an international board of education,and a public school committee. Each committee has its own certification standards,which certify schools and colleges in New England and international schools in more than 60 countries through a rigorous and standardized certification process,which better protects and enhances the quality of education. It shows four aspects of the characteristics and enlightenment: the certification agency is an independent civil society intermediary,the certification standard is a unity of commonality and individuality,the certification process is standardized,continuous and full of humanity, and the certification resultscan be effectively utilized by multiple layers of society.
