租购并举背景下央地政府住房租赁政策博弈研究

Game Analysis of Central and Local Government Under the Background of Both Housing Purchase and Renting

住房租赁逐渐成为房地产业的发展趋势之一,国家及地方层面给予了极大的政策支持。地方政府土地财政与政绩追求的价值驱动将会导致住房租赁政策推行过程中的利益博弈。本文研究了多级政府治理下地方政府的住房租赁政策响应与策略选择。研究结果表明:在当前的财政分权体制下,地方政府对租赁用地的供应会低于中央政府期望,在利益博弈中存在继续发展土地财政的倾向;地方政府对住房租赁政策的策略选择与其推行成本、收益以及中央政府的监督力度有关。

Housing leasing has gradually become the mainstream of real estate development,and has been given great support from the central and local government.The land finance and political achievements of local government will lead to a game of interest in the implementation of housing leasing policies.This paper studies the response and tactics choices of housing leasing policy of the local government under multi-level government governance.The conclusions show that under the current fiscal decentralization system,local government's supply of leasing land will be lower than the central government's expectation.Therefore,there is a tendency to continue to develop land finance in the interest game.Besides,the strategy of local government for housing leasing policy is related to the implementation cost,revenue and the supervision of the central government.
