按照国家应急救援基地建设的部署,中国石化石家庄炼化分公司与河北省安全生产应急救援指挥中心,共同建设了河北省安全生产应急救援训练基地(国家危险化学品应急救援石家庄炼化队)。基地采取省、市和企业共建的方式。其应急救援队伍由中国石化石家庄炼化分公司消防支队扩建而成。按照国家基地要形成应对重特大、复杂生产安全事故综合救援能力的要求,维护、管理、使用好国投资产,更好的发挥国投装备应有的作用,必须探索政企合作建设应急救援基地运行机制的新模式。

In accordance with the requirement that the national base should form a comprehensive rescue ability to deal with serious and large and complex production safety accidents, maintain, manage and use the assets of the investment assets and give better play to the due role of investment equipment, it is necessary to explore a new mode of operating mechanism for the construction of emergency rescue base by government and enterprise.
