试论党务公开建设的成效、现存问题与优化路径

On the effectiveness, Problems and Path of Optimization of the Openness of the Construction of Party

加强党务公开建设是保证党内权力运行置于党员群众监督之下的必要前提。自改革开放以来,党务公开建设已取得了不少成就,许多党组织设立了党务公开网络平台,拓宽了上下沟通渠道,扩大了党员群众的知情权和参与权。但是,目前仍存在着认识上的一些误区、党务公开的范围、内容和程序仍不完善、公开监督不力等问题。2017年12月《中国共产党党务公开条例(试行)》的颁布实施,对加强党务公开建设是一个有力的推动。今后我们要继续探寻党务公开建设的优化路径,努力营造党内民主氛围、不断完善程序设计和制度化建设、开拓新的沟通平台和渠道,确保权力在阳光下运行。

To strengthen the openness of the construction of party is a necessary premise to ensure the exercise of power within the party under the supervision of the party members and the masses. Since the reform and opening up, the openness of the construction of party has made many achievements. Many party organizations have set up the network platform of openness of party affairs, broadened the channels of communication between the upper and lower levels, and expanded the right of party members and the masses to know and participate. However, there are still some misunderstandings. The scope, content and procedure of party affairs publicity are still imperfect, and public supervision is not effective. The promulgation and implementation of the Communist Party of China's Regulations on the Openness of Party Affairs (Trial Implementation) in December 2017 is a powerful impetus to strengthen the openness of the construction of party. In the future, we should continue to explore the optimum path for the openness of the construction of party, strive to create a democratic atmosphere within the party, constantly improve the program design and institutionalized construction, open up new communication platforms and channels, and ensure the operation of power in the sunshine.
