摘要
绩效评估是政府购买公共服务的重要环节,是促进公共服务购买成效的重要手段。目前,政府购买公共服务的绩效评估存在着缺乏有力的法律与制度保证、评估主体单一且独立性不足、评估指标体系不科学、评估过程缺乏完整性等问题,因此,需要从完善相关法律法规与制度建设、促进评估主体多元化、构建科学的评估指标体系、健全完整的绩效评估过程等入手,推进政府购买公共服务的绩效评价。
As the key part of government purchase public service, Performance evaluation plays an important role in promoting effectiveness of purchasing. However, it has many problems in terms of unsound system environment, independent subject of evaluation,incomplete index content and unreasonable evaluation process. Aimed at the above-mentioned problems,this paper put forward some advices that are improving evaluation system construction,building a multiple evaluating subject,constructing scientific and reasonable evaluation system and perfecting evaluation process.
