摘要
随着铁路建设的迅速发展,新投用牵引变电所迅猛增长,人员需求矛盾极为突出,铁路牵引变电所逐步从有人值班向无人值班有人值守、无人值班无人值守过渡。分析了既有管理模式存在的问题,采用一体化管理思维,优化了运检一体化管理组织构架,对监控、检修一体化管理进行了研讨,提出了无人值班牵引变电所建设的渐次推进的顺序、技术条件、应急人员配置等原则,有利于提高专业管理水平和劳动效率,达到提质增效的管理目标。
With the rapid development of railway construction,the new investment in traction substation has grown rapidly,and the personnel demand is extremely prominent.The railway traction substation has gradually shifted from being on duty to unattended manned and unattended.This paper analyzes the problems in the existing management mode,adopts the "integrated" management,optimizes the integrated management organization structure of the inspection,and conducts a detailed discussion on the integrated management of monitoring and overhaul,and proposes an unattended traction substation.The principles of gradual advancement of construction,technical conditions,and emergency personnel allocation are conducive to improving professional management and labor efficiency,and achieving management objectives of improving quality and efficiency.
