资源输入视角下乡村治理内卷化的根源及其破解

The Roots of Rural Governance Involution and Its Solution from the Resource Input Perspective

长期以来,乡村治理"内卷化"一直是困扰中国乡村社会发展的一大难题。从资源输入的视角来看,乡村治理内卷化的产生并非国家或乡村单方面的因素限制,这是一个双向度交互塑造的过程。其中,资源输入的"强主观性"和"弱公共性"、输入过程中的目标替代和地方势力截流,是乡村治理内卷化的重要外生变量;资源输入终端环境的复杂化以及目标对象理性化的行动逻辑,是乡村治理内卷化的重要内生变量。内外因素交互作用,共同形塑了乡村治理内卷化的困局。资源输入与乡村治理是互促关系,只有从资源输入的整体链条出发,正视并重视外部性资源输入与乡村社会各方面的衔接问题,才能真正破解乡村治理"最后一公里"困境,并最终实现乡村治理的现代化转型。

Rural governance involution has been a major problem that has plagued China’s rural social development for a long time. From the perspective of resource input, the emergence of rural governance involution is not caused by unilateral factors of the country or the rural. It is a two-way process. The exogenous variables can be listed as follows:"strong subjectivity" and "weak publicity" of resource input, the target substitution and the local forces closure. The endogenous variables includes the complexity of terminal environment and the rational action logic of the target objects. In general, it’s the interaction of internal and external factors that has jointly formed the rural governance involution. Resource input and rural governance are mutually reinforcing. Only from the overall chain of resource input, and attaching importance to the connection between external resource input and rural society, can we really solve the "last mile" dilemma of rural governance and finally realize the modern transformation of rural governance.
