镇村域国土空间规划的单元式编制与管理——上海市郊野单元规划的发展与探索

Unit Compilation and Management of Territorial Spatial Planning in Rural Areas: Development and Exploration of Shanghai Countryside Unit Planning

面对新时代国土空间规划体制改革和全面启动规划编制的要求,首先梳理阐述2012年至今上海郊野单元规划从1.0到3.0版的实践探索,包括空间规划体系构建、单元划分、核心内容演变、全域空间管制、单元图则管理、编审实施机制等方面。其次探讨上海郊野单元规划背后的责任与权益、从1.0到3.0版乡村空间治理的思维转变、规划的实践模式与目标导向等问题。最后结合对中央《关于建立国土空间规划体系并监督实施的若干意见》的认识,对今后的贯彻实施进行展望。

Facing the requirements of the reform of territorial spatial planning system in the new era and the comprehensive initiation of planningmaking, the practical exploration of Shanghai Countryside Unit Planning since 2012 from 1.0 to 3.0 version is reviewed in this paper, including the construction of spatial planning system, unit division, evolution of core contents, whole-area space control, unit plan management, implementation mechanism of planning preparation and approval and so on. Moreover, it discusses the responsibilities and rights behind Shanghai Countryside Unit Planning, the thinking change from 1.0 to 3.0 version of rural spatial governance, the practical pattern and goal orientation of the planning and other related issues. At last, combined with the understanding of “The Guidiance on Establishing the National Territorial Spatial Planning System and Supervising Its Implementation” proclaimed by the Central Committee of CPC and the State Council of PRC, the author gives some prospects for subsequent work.
