学者的智库作用与角色——以公共图书馆立法为例

The Role and Function of Think Tank of Scholars——Taking Public Library Legislation as an Example

[目的/意义]现代智库定位于"公共政策研究分析与参与",在国家立法和政策制定中显示出越来越重要的地位。[方法/过程]本文从高校学者被时代赋予智库使命出发,结合近几年来参与国家立法和政策制定的实践与体会,以国家公共图书馆立法为例,阐述学者的智库作用,分析立法服务中的学者角色问题,为高校学者参与智库与社会服务提供参考借鉴。[结果/结论]学者要发挥学理保障作用,以客观公正为前提,善于理性思考和理智地分析存在的问题,发挥第三方的作用,承担批评者的角色。

[Purpose/significance] Modern think tank is positioned as "public-policy research analysis and engagement", which plays an increasingly important role in national legislation and policy making.[Method/process] This article embarks from the university scholars, who have entrusted to think-tank mission by the era, combines with the practice and experience of national legislation and policy formulation in recent years, takes the national public library legislation as an example, expounds the function of scholars’ think tanks, and analyzes the role of scholars in legislative services. It provides reference for college scholars to participate in think tanks and social services.[Result/conclusion] Scholars should play the role of academic support, presuppose objective and fairness, be good at rational thinking and rational analysis of existing problems, play a third-party role, and assume the role of critics.
