义乌试验区对标自贸区及其差异化发展策略

Building Yiwu Pilot Zone in Accordance with Free Trade Zone Standard and the Differentiated Development Strategy

近年来国家先后在12个省份设立“自由贸易试验区”。2019年1月义乌获批的“国际贸易综合改革试验区”,其建设很大程度上按“对标自贸区”的要求开展。参照国内外有关自贸区的研究及当前国内自贸区建设经验,义乌试验区应当在贸易投资便利化和体制机制创新等方面对标国内自贸区。同时,义乌试验区不同于国内自贸区,其本身的特点决定了义乌试验区应在小商品产业升级、专业市场转型、贸易方式创新及跨境电商发展等方面采取差异化发展策略。

In recent years, the state has established "free trade pilot zones" in 12 provinces. In January 2019, Yiwu was approved as the "International Trade Comprehensive Reform Pilot Zone", and its construction was carried out in accordance with the requirements of the Free Trade Zone Standard to a large extent. Referring to the research on FTAs at home and abroad and the construction experience of domestic FTAs at present, the Yiwu pilot zone should match the domestic FTAs in terms of trade and investment facilitation and institutional mechanism innovation. At the same time, Yiwu pilot zone is different from other domestic free trade zones. Its own characteristics determine that the Yiwu pilot zone should adopt differentiated development strategies in the aspects of small commodity industry upgrading, professional market transformation, trade mode innovation and cross-border e-commerce development.
