工业污染场地再开发利用的思考与建议——以温州市龙湾区为例

龙湾区作为温州市主城区之一,随着工业企业转型升级,城区空间布局优化,主城区内大量工业企业关停搬迁。由于存在工业污染场地监管方面的法律法规仍不够健全、日常监管能力不足、治理资金短缺因素,工业污染场地在开发利用过程中遇到很多难题。需要从做好工业企业场地全过程环境监管、强化工业企业关停搬迁污染防治、建立部门协同共享机制、落实主体责任和资金、倡导舆论监督等多方面工作来解决工业污染场地再开发利用面临的问题。

Longwan district is one of the main urban areas of Wenzhou city. By upgrading industrial enterprises and optimizing urban distribution, a large number of industrial enterprises in this area had been closed down or relocated. The redevelopment of industrial polluted sites meets lots of problems, such as short of relevant laws, out of daily supervision force and less off financial support. In order to solve the problems faced by the redevelopment and utilization of industrial contaminated sites, local rulers need to supervise the whole process of polluted sites redevelopment, strengthen pollution prevention, establishing the mechanism of department collaboration and sharing, implementing main responsibility and funds, and advocating supervision by public opinion.
