摘要
对东部A省284所幼儿园相关统计数据进行分析发现,幼儿园非在编教师待遇保障总体水平较低,且存在园所性质、园所区域差异。部门办园非在编奉:师平均待遇水平最高,集体办园、教办园次之,普惠性民办园最低。城镇地区幼^园非在编教师平均待遇水平总体高于乡村地区幼儿园。和同等性质、同一区域幼儿园i编教师平均待遇水平相比,非在编教师明显偏低。这反映出幼儿园非在编教师待遇保障面临兜底保障水平不高、“身份藩篱”明显、跨部门协同机制运行不畅等困境。据此,应当提高兜底保障水平,完善学前教育生均财政拨款制度,探索实行教育雇员制。
An analysis of data from 284 kindergartens in Province A in China East indicates that the level of kindergarten non-tenure teachers'welfare treatment security is generally low and there exist differences in the nature and the location of kindergartens.The average level of welfare treatment of non-tenure teachers from government departments sponsored kindergartens is the highest,followed by collectively owned kindergartens,and then education departments sponsored kindergartens,with inclusive private kindergartens the lowest.The average level of welfare treatment of kindergarten non-tenure teachers in urban areas is generally higher than that of teachers in rural area.Compared with the average level of welfare treatment of tenure teachers in kindergartens of the s*naamtuere and in the same area,non-tenure teachers'welfare treatment is significantly lower.It shows that the lowest level of kindergarten non-tenure teachers'welfare treatment security is low;teachers'"types"are evident;cross departments coordination mechanism is not working well.Therefore,it is necessary to raise the level of basic guarantee,improve the per capita financial allocation system,and implement education employee hiring system.
