构建我国本外币一体化主体监管模式探析

随着人民币国际化的纵深发展和外汇管理改革的推进,在借鉴国外本外币跨境资金监管经验的基础上,我国应该构建适合我国国情的本外币一体化主体监管制度。通过树立本外币跨境资金协同监管理念;整合升级业务系统,实现本外币全口径监测;督促银行推进自律机制建设;提高员工本外币一体化监管工作能力;提供稳定的跨境资金监管法制保障;建立跨境资金监管监测体系和预警系统等,推动实现我国本外币一体化主体监管。

With the deepening development of RMB internationalization and the promotion of foreign exchange management reform, China should build an integrated subject supervision system of domestic and foreign currencies, which is suitable for China’s national conditions, on the basis of drawing lessons from foreign experience in the supervision of cross-border funds in domestic and foreign currencies. To promote the realization of China’s domestic and foreign currency integration subject supervision, it is needed to establish the concept of coordinated supervision over cross-border funds in domestic and foreign currencies, integrate and upgrade business systems to achieve general monitoring of domestic and foreign currencies, urge banks’ promoting the construction of self-regulatory mechanism, improve the ability of employees to supervise the integration of domestic and foreign currencies, provide a stable legal guarantee for cross-border funds supervision, establish a monitoring and early warning system and so on.
