新时代“三农”与“三治”问题的内涵转换及其问题域

The Connotation Conversion and Problem Domain of Three Rural Issues and Three Governance Issues in the New Era

发轫于20世纪90年代的“三农”问题和“三治”问题是危机的产物,其内涵和问题域显然已不能恰当地表述新时代“新三农”问题的内涵和新要求。本文提出有别于“旧三农”和“旧三治”的问题框架,阐述其理论和实践内涵及其问题域,并提出相关政策建议。

Socialism with Chinese characteristics has entered a new era. The so-called issue of agriculture, rural areas and farmers was put forward in the 1990s, and three kinds of rural governance issues were also raised during this period.They are the result of encountering and responding to macroscopic crises, thus their connotations and problem areas obviously cannot properly describe new problems, new connotations and new requirements of the new era related to farmers’ rural and agricultural areas. As a specific theoretical innovation in the field of peasant farmers, hamlets and multifunctional agriculture, this paper proposes a new framework for the new era,elaborates its theoretical and practical connotations and problem domain,then puts forward the policy suggestions.
