黄河生态经济带发展质量评价及空间分异研究

Study on the Development Quality Evaluation and Spatial Differentiation of the Yellow River Eco-Economic Belt

黄河生态经济带作为横跨中国西部、中部和东部的生态经济廊道,是黄河流域全面提升生态经济质量的关键抓手,在全国的生态经济发展中具有非常重要的战略地位。基于生态效力和经济增长生态指数理论,通过选取2016年黄河生态经济带11省、区、市的数据,构建社会发展、经济增长、生态建设、资源利用和环境保护5个维度21项内容的评价指标体系,对黄河生态经济带内各省、区、市进行综合评价,着重分析和研究区域内生态经济质量发展的质量差异和空间变化。结果表明:1.黄河生态经济带生态经济发展现状从质量和空间分布上均不平衡,总体呈现出:发展质量由西向东逐级递减、京津两市引领全区的局面,区域内生态经济发展质量空间等级分异与区域实际现状基本吻合。2.区域内各省、区、市生态经济发展质量整体尚存在较大提升空间,在不同评价维度存在较大区域差异和发展不协调的现象,尤其是经济增长维度和资源利用维度。

As an Eco-economic corridor across the western, central and eastern parts of China, the Yellow River Eco-Economic Belt is the key to comprehensively improve the Eco-economic quality of the Yellow River Basin. Based on the theory of ecological efficiency and economic growth ecological index, selected the data of 11 provinces, districts and cities in the Yellow River Eco-economic Belt in 2016, and designs 21 evaluation indicators with five dimensions and contents of social development, economic growth, ecological construction, resource utilization and environmental protection, to comprehensively evaluate the provinces, districts and cities in the Yellow River Eco-Economic Belt as well as analysis the quality and spatial differences of regional Eco-economic quality development. The results show that: 1. The present situation of Eco-economic development in the Yellow River Eco-Economic Belt is unbalanced in terms of quality and spatial distribution. The overall quality of Eco-economic development in the Yellow River Eco-Economic Belt is gradually decreasing from west to east. Beijing and Tianjin, where in individual regions, are leading the whole region. The spatial grade differentiation of the quality of Eco-economic development in the region basically coincides with the actual situation in the region. 2. The overall quality of Eco-economic development of provinces, districts and municipalities in the region still has considerable room for improvement. There are large regional differences and inconsistencies in development in different evaluation dimensions, especially in economic growth dimension and resource utilization dimension.
