摘要
如何全面控制和矫正教育政策执行偏离,以实现教育政策目标,推进新时代教育公平的持续发展,是当前教育政策执行研究中一个亟需解决的重要问题,系统分析为此提供了一种新兴研究途径。建构教育政策执行偏离的系统分析模型,可以发现教育政策执行偏离受教育政策问题确认、教育政策规划与决策、教育政策执行主体、教育政策目标群体、教育政策执行工具以及教育政策环境等因素影响。预防与矫正教育政策执行的偏离可采取以下策略:科学界定教育政策问题,提高教育政策质量;注重利益平衡,协调利益矛盾;选择恰当政策工具,提升政策效益;加快教育制度创新与供给,建构克化教育政策执行偏离的制度框架。
How to control and remedy comprehensively the deviation from educational policy implementation so as to attain the goal of educational policies and boost the sustained development of educational fairness is an important issue that needs to be solved in current education policy implementation research. Systemic analysis provides a new approach to this problem. On the basis of the reasonable construction of the systematic analysis model of the deviation from educational policy implementation, this paper has analyzed the main influencing factors of the deviation from educational policy implementation and proposed its remedying strategies, such as scientific definition of education policy issues and improving the education policy quality;paying attention to the balance of interests and coordinating the conflicts of interests;selecting effective policy tools to enhance policy implementation effect;innovating education system and constructing a regulating system to prevent the deviation in implementing educational policies.
