非法集资风险预警指标体系的构建与应用——以浙江省为例

A Study on the Construction of Risk Early Warning Index System of Illegal Fund-raising in Zhejiang Province

风险预警模型以"天罗地网"系统为依托,以抓取非法集资关键特征为宗旨,从共性特征指标体系以及互联网金融、电子商务、房地产、农业等4个行业分别建立子系统,从而构建一套较为完整的非法集资风险预警指标体系。利用AHP层次分析法,对各项指标的权值进行估算与赋值,得到"账户异动"与"收益率偏离"为权值最高的两项指标。最后对该预警体系的实际应用情况作简单的介绍。

The risk early warning model was based on the "Tian-Luo-Di-Wang" system, so as to build a risk early warning index system with more diversified and more sufficient data sources. The purpose of this model was to grasp the key characteristics of illegal fund-raising, and try to build a relatively complete early warning index system of illegal fund-raising risk from two aspects: common characteristics and personality characteristics, and from the common characteristics index system and four industries such as internet finance, e-commerce, real estate and agriculture. Finally, the practical application of the early warning system was briefly introduced.
