乡村治理是国家治理中的重要工程,实现乡村善治是推进国家治理体系和治理能力现代化的重要基石和关键所在。社会资本作为新的理论视角以其特有的网络性、增值性、互惠性特征在乡村治理现代化的建设中发挥了铺垫乡村治理制度平台、夯实乡村治理经济基础、降低乡村治理的治理成本等重要作用。分别从合情性建设-创新社会资本的载体投入、合理性建设-重视社会资本的塑造积累、合法性建设-将社会资本纳入法治轨道等方面积极培育和利用社会资本,从而为乡村治理的现代化建设注入新的力量。

Rural governance is an important project in national governance,and the realization of good governance in rural areas is an important cornerstone and the key to promote the modernization of national governance system and governance ability. As a new theoretical perspective,social capital plays an important role in the construction of rural governance modernization,such as laying the foundation for rural governance system, tamping the economic base of rural governance and reducing the governance cost of rural governance because of its unique network,value-added and reciprocity characteristics. Social capital is actively cultivated and utilized from the aspects of reasonable construction, innovative social capital carrier investment,rational construction,attaching importance to the shaping and accumulation of social capital,legitimacy construction and bringing social capital into the track of rule of law to inject new forces into the modernization of rural governance.
