疑似精神病人警情处置要点与战法研究

基层公安机关面临着接处警任务日益繁重、警情类别繁多、处置困难增大等问题的挑战。肇事肇祸疑似精神病人警情是当今社会加快转型升级过程中公安机关面临的较为复杂并具有很大挑战性的警情,民警需要在现场和后续做的工作较多,因而处置难度也较大,对公安机关及人民警察的临场处置能力、技战术水平、现场执法心理素质和身体素质均提出了更高的要求。在处置与此类似的疑难警情时,一线执勤执法的民警要做到前期准备工作充分、预案制定周全,现场处置临危不乱,要牢固树立证据意识,严格依法依规有序处置;后续工作同样要做到依法依规按流程妥善处理,同时要具备全员公共关系意识,把警情提升到舆情的高度去重视,积极应对各种形式的舆论、媒体,做到不卑不亢,冷静理性。

The grassroots public security organs are faced with the challenges of the increasing number of police tasks,the variety of police situations and the difficulty of handling.The alarm situations committed by suspected mental patients are the complex and challenging alarms faced by the public security organs in today’s society.The police need to do more work on-site and follow-up,so the handling is also more difficult.It makes higher requirements for the public security organs and the people’s police on the spot disposal ability,technical and tactical level,psychological quality and physical quality for on-site law enforcement.When dealing with similar dangerous situations,the police officers who are on the front line of law enforcement must have sufficient preparatory work and comprehensive plans,and the on-site disposal must not be chaotic.It is necessary to firmly establish evidence awareness and strictly follow the rules and regulations in accordance with the law both on-site and follow-up.The police must have the awareness of public relations,raise the alarm situation to the height of sensation,actively face and respond to various forms of public opinion and the media,being not humble,but calm and rational.
